Cocoa, FL Cocoa issues its own fence permits — it is an incorporated city, not part of unincorporated Brevard County. Rockledge, FL Rockledge sits on a coquina limestone ridge along the Indian River — the geological feature the city is named for. Merritt Island, FL Merritt Island is unincorporated — there is no city government, so Brevard County itself issues the fence permit. Titusville, FL Titusville is one of Brevard's oldest incorporated cities, and it regulates fences in its own Land Development Regulations. Port St. John, FL Port St. John is unincorporated — Brevard County issues the fence permit here, the same as it does across the rest of unincorporated Brevard. Melbourne, FL Melbourne issues its own fence permits — one of Brevard's older incorporated cities, with a code separate from the county's. West Melbourne, FL West Melbourne has seen significant growth from new subdivision development in recent years, and much of that new construction arrives with an HOA already in place. Viera, FL Viera is unincorporated Brevard County — a master-planned community, not its own city government — with HOA architectural review layered on top of the county permit. Palm Bay, FL Palm Bay is Brevard County's largest city, built out on the old General Development Corporation grid of platted quarter-acre lots. Satellite Beach, FL Satellite Beach sits on the barrier island, with direct Atlantic salt exposure on one side and the Banana/Indian River system on the other. Cocoa Beach, FL Cocoa Beach sits on the barrier island with the Atlantic on one side and the Banana River on the other — the highest coastal exposure in the county. Grant-Valkaria, FL Grant-Valkaria is its own incorporated town in south Brevard County, with a low-density, agriculturally zoned character, and it issues its own building and fence permits.
